Alcohol alters the normal conditions as follows:

Alcohol binds to the glutamate receptor, too, but at a different site from where glutamate binds. When alcohol binds to the glutamate receptor, the receptor changes shape, and glutamate can no longer bind to it. As a result, no signals are conveyed to the receiving neuron, and no action is generated.
